For now I have to say Voldemort. As awful a person as he was, he had this great level of sympathy when you consider his parents and the circumstances when he was conceived. He was just so interesting, But I'm also really excited to see what we're going to learn about Grindelwald in Fantastic Beasts 2.

Grindelwald's LGBT-esque wizard-equality movement which is just starting to be developed is intriguing and there is a certain beauty to Bellatrix's madness.

- Ollivander, Soceror's Stoen film. 

Voldemort, however, was by far the best developed and most in-depth villain.
A half-blood orphan who grew up alone and unloved he can be seen as a mirror image of Harry. A sociopath produced by synthetic passion (a love potion), which is quite darkly poetic, who awes while terrifies and manages to command a certain level of sympathy despite his appalling deeds for what he lacks.
