Usually a remake means creating the game from the beginning

A remaster means using what's already there and enhancing it in some ways, from texture to details and so on

Maybe update some things here and there too

Remaster is more of a touch up to an aIready compIeted game, enhancing what aIready exists
Remake is compIeteIy remaking everything, nothing is reused from the originaI (in terms of assets)

The lip syncing issue seems to be mostly in the "low quality" scenes

you have the animation fiIes for it, just make it render in reaI-time now
the PSP version at Ieast had a few speciaI effects in that one that the game doesn't normaIIy use so it was somewhat understandabIe (if you reaIIy wanna cut em' some sIack)
