I mean, that does really seem like a coincidence to me. There's no indication that it's Bubsy other than Sega (not Sonic Team, just Sega) making phone accessories four years ago and a vague silhouette. That's hardly proof.
 
Not saying it ain't Bubsy, it very well could be- Sega does weird shit like that sometimes. There's just not much in the way of evidence for it. (Besides, why would they? No one likes Bubsy. No one. He's got such a terrible reputation; people give Sonic 06 shit all the time and rightfully so, but son of a bitch, Bubsy 3D is the worst 3D platformer ever made and everyone knows it.)

Yzma seems like she'd be the most creative fight- throwing potions at Sora and Co. to turn them into different animals to mess with them and give them different kinds of attacks/abilities sounds really cool to me. (Plus I just want Emperor's New Groove to be in KH3, so there. )

I'd love all of the above but I have two favorites:
- Silver because he's a double agent for the villains
- Commander Rourke because he uses the heroes for his own dark agenda.
