Hay, im living in germany and i wanted to pay the 15€ for the 3000 jewels and the vip entrance for special dungeons...

my main problem is, i dont own a credit card... so my only chance would be to pay via phone bill... but thats not working for my provider.

and now im sitting here and wonder...is there any way to buy jewels in germany? i red something about an itunes giftcard but it has to be in $ currency... but the prices ingame are € currency... would it work with an gift card which i buy here in germany?

The thing is you have to pick a payment method. I mean when you have an iTunes gift card with 15€ and buy the deal then of course the money from the gift card will be used.

But you still have to pick a payment method, like credit card or phone bill, in case your iTunes account has not enough money on it.

How do you pay for other things, like apps or songs?

If that doesn't work, you can (as Felix said) purchase an iTunes giftcard (sold in most convenience stores) and then pay from that. It's probably the most convenient method if you don't have a credit card.
