but in Kh1 when sora turns into a heartless Roxas is made right?

But after Kairi hugged Sora, he got his body back so maybe Roxas took ven's form. Where exactly was Roxas "formed"?

When Kairi hugged Sora, her PoH powers activated and created a new temporary shell for Sora to use as a body, while Roxas kept Sora's real body. When they joined, Sora got his real body back.

 

Roxas formed in Twilight Town, where he was found by Xemnas.

Yes, Roxas was made when Sora released his heart to save Kairi.

 

But after Kairi hugged Sora, he got his body back so maybe Roxas took ven's form. Where exactly was Roxas "formed"?

Yes, Sora did get his body back thank to Kairi's power. But the reason why Roxas looks like Ven is because Ven's heart connect with Sora's heart. Then, when Sora sacrificed himself, Ven's heart went straight to his nobody, Roxas. Which is why he looks like Ven. And like everyone else said, Roxas was born in Twilight Town near the old mansion.

I think he was formed in front of the mansion in twilight town too because at the beginning of 358/2 days, you see Roxas standing up looking dazed.
