I think the 7 lights are:

 

 

1) Sora

2) Riku

3) Micky

4) Aqua

5) Ven

6) Roxas ( his character & story in the series make him a possible choice)

7) Terra (he's more of a prisoner to MX Darkness which automatically makes him one of the 13 darkness, once he's freed however, he would automatically choose to help Sora since he wants to make things right between him Ven, & Aqua I'm thinking once he's freed he might somehow prove that he's worthy of being one of the lights in short KH3 is where Terra gets his redemption & what better way for him to do that then becoming one of the 7 lights.

 

 

the 13 Darkness

2) YMX

3) Ansem SOD

4) Xemnas

5) Xigbar

6) Isa

7) Venitas

8 Xaldin

9) Riku when he was possessed by Ansem SOD

10)Terranort

11)Vexen (MX could use vexen's creative mind to his advantage, after all vexen created the replica program)

12) Lexaeus

13) I'm stuck on this one, maybe a new KH character
