It's Pete. If you look at the character's figure, it should be obvious. To be honest, at first when I looked at the Japanese magazine scans, I thought there would be some relatives of Pete, but I know now for sure that they're both him. For further explanations at why he's developed these personas, watch the subbed cutscenes of the BBS game on YouTube under the user strwbrymilk. This user has just about all of the game's cutscenes subbed, so sit back, relax, and enjoy if you don't care about the spoilers!

He left Disney Town and Maleficient somehow used some sort of magic to talk to him in his mind.

He is Pete (Like all other people are saying) He was known as Captain Dark, because he is bad. And don't care about the rules. Later he became Captain Justice, so he could get votes and win the special prize from the contest.
