Nah. I don't think they are. Also,the title is click bait. YouTube is actually allowing viewers to pay some money in order to remove ads from the videos they want to watch.

under the terms and conditions you tubers own the content they put online (with the exception of  certain things i.e Nintendo lets plays)

if they wanted to they might do so. however this is still a who knows if its going to happen thing at the moment. if they do plan to go through with this we will most likely  be told of how it works and so on.
