The other option that could be possible is having a Square Enix representative, and a Disney representative have meeting with SAG representatives so they could negotiate a deal, and get approval to let the Disney voice actors in the union to voice act for the English localization despite that it’s a struck production due to being a Disney & Square Enix collaboration

Not entirely since voice acting is mostly done during production or before production So the Japanese voices is most likely done, and not the English dub
