Well there'll be shipping costs and all that so if you import ReCoded to NA, then it'll be more expensive

Games cost more in Japan anyway.

On various online sites the Japanese version ends up costing double what the US version does online. So to answer your question, yeah. They're cheaper there, around about half price of Japanese games.
