Daily jewels n things quest not showing?

Hey was just wondering if anyone else was having a problem where theyre getting the notification for the quest but its not actually appearing in events?

    The quest banner doesn't show up until 12pm PST, so there's no way to see the board until then. The board remains available until 1:30pm PST and remains unavailable until 7pm PST the same day.
