As much as I believe that Radiant Garden is going to be a playable world in Kingdom Hearts III, I just couldn't agree more with everything else that you have mentioned.
Having 100 Acre Woods wouldn't by anyway confirm Radiant Garden as a playable world, and we have seen 100 Acre Woods in two different worlds before and it wouldn't be a surprise if we were to see it in yet another third original world.

Mysterious Tower did have Fantasia books that took us to the Musical Realm within the Symphony of Sorcery version of Mysterious Tower and I could easily see 100 Acre Woods being there or at least within the second room next to Master Yen Sid's chamber. It is the closest place that Merlin would put the book at, especially since he is teaching both Kairi and Lea for the time being and your words were very convincing to be honest and I would really love to see the book being on a different world for a change this time.
