No, not really. Terra always had control of his own heart (see Blank Points). It was just that Xehanort's was the dominant of the two, and therefore was able to take control of his body.

so pretty much Xemnas i think had split personalitys[i think its called skitsofrenia xD] hence him refering to armor as old friend and then doing bad stuff (a never ending battle in his head xD)
