It isn't an anime. Vocaloid =/= Anime Vocaloid is a computer program someone can use to make differen't voices sing. This Vocaloid is Megurine Luka.

 

The most commonly known one is Hatsune Miku.

 

Megurine Luka is the fourth or third (if you count the Kagamines as one addition) Japanese Vocaloid added to the Vocaloid 2 series. She has both a Japanese and English voice bank. This is one of Luka's songs created by the composer aRth that was released with this PV/music video.

 

HOWEVER, the voices are normally represented by an anime-styled mascot. Megurine Luka normally looks like this :

The only ones that aren't really are the VY1 and VY2 voices. The representation of their character depends on whoever the composer/editor is that made the video. :U
