Why can Riku switch back from Ansem form freely when he runs into Mickey in Twighlight Town, but can't after fighting Roxas?

If you're referring to Days, it's because he wasn't using all of Ansem SOD's darkness, only part of it. He had a very strong heart so he was able to maintain his own form and that was only an illusion for the most part that Mickey sensed, not the actual body of ANsem SOD.

It really makes one wonder what Riku was going through all that time, doesn't it? He was dealing with the fear of Ansem taking over long before he decided that was the price he was willing to pay to make sure Sora could go home. Even if he couldn't, he would do anything to make sure Sora could. If Riku truly wasn't strong enough to defeat Roxas without Ansem's help, it's not like Ansem cared, except that it meant he had the power to hang guilt over Riku's head. If it weren't for Riku, Sora wouldn't be in the mess he was, and if it weren't for Ansem, Riku would be unable to help Sora.

 

I think it was an actual deal he had to make - to give himself up to the point of no return. Riku's own will was pretty weak at that point - he feels horrible for the things he's done. He doesn't have a lot of willpower when he needs to act for himself, but if its to help his friends, his will can still overpower Ansem. Even after he gave up his body and looks, he didn't give up actual control of it. If Sora had gone home without him? ...he may have. And Ansem probably never would have gone anywhere near Sora again (it'd be kind of silly for revenge after you got outsmarted by a kid with a giant key, I don't think he'd want to go through that embarrassment twice).
