I'm having issues with the chat bar

idk if it my computer or it's the website but everytime a click the chat bar i doesn't show the ppl to chat with it just bolds the box around Who's online thing.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)

    2. Select Site settings.
