I've always wondered this. It's obvious that she can't at the moment but there HAS ti be some kind of way. I think she secretly wants to command the Nobodies but knows she can't.

 

If she were to control them then she'd truly be a force to be reckoned with and could easily plunge the worlds into darkness. Just think about it, Nobodies > Heartless. Nobodies and Heartless are dimensions apart as far as strength and wit goes.

 

An army of Nobodies controlled by Maleficent doesn't seem very likely but there has to be some kind of way. You may be thinking "oh that's impossible" but the new enemy may be way stronger than Nobodies just like the Nobodies are way stronger than Heartless. So Maleficent could command a powerful army of Nobodies yet they'll still be defeated by the new enemy.

Well if she's learned anything from KH2, it's that the Heartless are useless. She needs to add Nobodies to her army.

It would be a little TOO cliche if she didn't. That's why I believe it is likely.

That's because Org.XIII are nobodies themselves. It's only plausible that the stronger nobodies command the lesser ones. With Heartless, it's different; they didn't just obey ASoD (who was a Hearltess himself), but a variety of dark sources! Hearts can carry darkness, hence they can attract Heartless. Maleficent withholds nothing that the nobodies would value or esteem, unlike the Organization.

She has imense power over darkness. It may not be anything compared to Xemnas but still, it's should be enough to command them. Have you ever considered the Datascape? What if she could make data Nobodies?

The Nobodies don't oblige to any measure of darkness or light. They are incomplete beings. They obeyed the Organization simply because of their goal; regaining their hearts, the euphoria of all nobodies, and becoming whole again.

Well I'm obviously bringing it up because Maleficent wants it more then anything else. She could use the Datascape to create "Data Nobodies" and conquer them.
