According to the Watch Dogs Twitter it's coming out in 2013.

I had no idea what was going on during this part of E3, and caught this with my sister. We were both bored after a while with him walking so slow, but we were also confused on the part where he made the car chase scene. I hope that the game is good playing, cause it was just boring for me. The thing I like about this though is that you get to mess with technology.

Yeah I understand about the demo being very slow-paced. Not for everyone for that particular part.
