Ok, I bought the game, is it normal to have Premium cards?

In the top of my box game it says "Cartas Premium, Cartas Excessionais" (Well its Premium cards or excepsional cards, i dont really remember)

Yes, it's normal. Those cards will be included with the first print of the game.

The first "print", which means the first lot of copies. It basically means that for about a month or so, copies sold will have the AR cards, but after that then they won't be available.
