I got one from a chest, I think, and another randomly when fighting dream eaters in the last world, I think anyway. All I know is that I have 2 and one definitely came from defeating stronger dream eaters. Unless you're not at the last world yet in which case I have no idea. D:

 

Idk about portals because for some reason my game won't let me access them anymore .___.

 

They sell for a fair bit in the moogle shop so I'm guessing you won't find them easily. D:

 

But yeah, go mad in the last few worlds, you'll hopefully find some.
