Well, I beat the game with all the Keyblades that you get through the story and I decided I'd try and fight Julius and failed miserably. So I went around doing the special portals and while at The World That Never Was I wondered if I could wander around where I fought the boss and I ended up doing the entire ending again, now the special portals won't show up and some say they haven't been done even though I beat them

It depends on DE shown on forecasts and more.

There is a guide somewhere on this forum for it.

If you didn't know, each world has 6 special portals except TWTNW. TWTNW has 3 for both Sora and Riku. Everytime you Drop they Special portals change
