Hey guys, Why did Roxas say to Sora while fighting in TWTNW "Why did HE choose you?" and then looks at the glass floor and says "I see" at Riku, Kairi, Goofy and Donald?

No they didn't. I guess they used a direct translation of the script, not an edited one.

The Japanese language often omits the use of pronouns, so the localization team just kinda...guessed and hoped for the right one. Instead of using "it" like it was originally intended, they chose to use "he", which was incorrect. Roxas was referring to the Keyblade, not anyone in particular.

Like people have already said, it was originally supposed to be *it* referring to the Keyblade. Due to some translating errors, it came out as *he*.
