March 23, 201412 yr Most territories that received Final Fantasy XIII, the game didn't support online functionality such as downloadable content in the game. As for Final Fantasy XIII-2, it had downloadable content, but there wasn't a demand for Japanese voices. When Square Enix went to the France gaming conference last year, the French said they would rather have the Japanese voices than the English, so this is why they have now added it. Drankengard 3, a game by Square Enix coming out in May will also feature the option to switch between Japanese and English audio. I can only assume that this will continue as long as there is a demand for it. But Square can't go back with past games and add the feature.

March 24, 201412 yr Mostly because in China there was a high demand for it. Sometimes gaming companies release certain things in certain territories for specific reasons. Much like collectors editions made available in certain territories.
