I asked Square Enix Europe if the LIGHTNING RETURNS: FINAL FANTASY XIII, PlayStation Network avatars would be released in PAL regions. I received the following response.

 

 

Those Avatars were only available in North America and won't be available in Europe. 

 

When I asked why I received the following response.

 

 

It's too late for them to come to Europe, these things are usually decided way in advance.

 

So there you have it. It's confirmed, the LIGHTNING RETURNS: FINAL FANTASY XIII, PlayStation Network avatars sadly won't be released in PAL regions.

Just like the Ace Combat ones, never released in America as well.
