Are these for the most part just random drops? I'm on the search for sleep one yet have yet to see any on the mission rewards.

From what I've gathered it's random when you buy a medal, but this could change because I'm only on mission 63.

the heroes are the one that have the skills equipped. If you get a hero who has the skill attack boost for example you can then fuse that medal to another medal of your choice and while in the fusion menu you will have the option to "overwrite" that medal with the skill of the medal you're fusing. There are currently three ways I have seen skill medals, random Scrooge Mcduck drops from missions, the coliseum board has both an attack and defense skill medal, or oh can have a chance at one when buying the jewel packs.

I beat all 200 levels and had none drop. Pretty rare then. I've seen several people with the sleep one and was curious.

In the JP version, status effect Scrooge medals are available every month via the Coliseum Boards, along with some of the Attack Boost/Defense Boost skills. They also occasionally grant Scrooge medals as a promo bonus for purchasing the medal 10-draw. The NA version needs some time for Scrooge to proliferate.
