Ok, so Secret Ansem's Report #11 Secret Ansem Report 11 says:

Well, only people who use Darkness can willingly enter. Since the worlds that disappeared were consumed by darkness, it would make sense they end up there.

But for people like Sora, it's much harder to enter. Anybody who uses light really.

Ansem the Wise has darkness in his heart though, doesn't he? Although after the explosion from that machine, it might've erased the darkness?

"Certain people" are stuck there because you can enter by multiple means, but only being of pure darkness (i.e. the heartless) can exit on their own.

He lost some of his memory, so he may not know how (Sort of like how Namine offered to lock away Riku's darkness)

Or he unceremoniously lost his darkness.
