Quinton Flynn has stated that he will be returning to voice Axel in the English version of Kingdom Hearts 358/2 Days. It is possible that he may just have been stating that he has interest in returning, however it is still likely that Axel's voice actor will remain the same.

Oh My Gosh! Yayz! I really hope that they don't change Axel's voice. I love Quinton as his voice.... even though since I figured out that he was Iruka (from Naruto)'s voice actor too I always laugh.... but in a good way! ^w^

    i hope [if] he does axel's voice, it sounds more like kh2 axel's voice than khrecom axel's voice because i liked kh2 axel's voice better.....
