This is odd considering that while yes Borderlands genuinely pioneered the system or at the very least created a version of it that went mainstream as we know it, I don't think anyone in the modern day would say they're at the top of their game with it I mean for example Team Ninja uses a loot system in their Nioh games (and obviously Wo Long and JACK GARLAND'S Game), and I think that system is better than Borderlands.
