his face is in a slightly different position because it's a different frame of animation from the scene, and the E3 footage is wider due to the angle of the TV. Look at each individual element and you can see it's the same. The eyebrows are the same, the pieces of hair are the same. The model is all the same.

But an angle of a TV doesn't change what a model looks like. The formation of the facial features are definitely different. There's no question about it.

Am I the only one who thinks he still looks ugly despite the tweak?

Nah, it has actually been upgraded(through lighting that is). Look, comparing TV footage from TGS to the E3 trailer in HD.

Aqua's color scheme (eyes and skin particularly) looks a lot more natural. You can also see changes in her face, her traits seem more defined. That's probably due to the lighting changes. Even the shape of her eyes looks better. I've watched footage from both events and I've noticed that in the TGS version, you can actually see a bit more emotion in Aqua's face since her traits are more defined. The shape of Terra's eyes and his appearance in general is also drastically different from E3 and people who've played the TGS version + people who've played the E3 version have said so. Also, if you look at the footage captured directly from the PS4 at EGX by Playstation access, you'll notice the coloring and lighting in the game has changed.
