I'm not sure if it's just me, but it looks like some cutscenes in the PS4 version of 2FM run at 60fps and others run at 30.

What about ReCom? I felt like the cutscenes weren't remastered properly. Can't be my screen as KH1 and BBS were fine.

What I noticed was that voiced cutscenes run at 30 and text cutscenes run at 60. Also sometimes shadow heartless run at 30, which is a bit awkward to look at.

I think I've seen some voiced cutscenes running at 60 as well.

Yes some of the effects and projectiles in KH 1 and 2 still run at 30 fps. Really hope the fix it in a patch.

The CoM cutscenes seemed a bit blurry to me, did anyone else notice anything like that? Like blurry around the edges of characters?

Yeah, I noticed that too. I think it's the transfer from the text cutscenes to voiced cutscenes. For example: Cutscene in Olympus Coliseum after completing Phils training.
