Yen Sid seems to be implying that it's essentially Apprentice Xehanort without Terra's heart, meaning, Master Xehanort is now in full control. The BBS Ultimania also hints that something of Terra was left within Riku, so this might be the case.

i was wondering that two nut i would say hed most likly return as terranort
