I am not sure if this is possible with other worlds, but in Disney world you can see the same CS with different char's. I am redoing Ven's story line to beat the game on critical mode and will do the other char's later. I was able to see the last CS at Disney world. This might mean that some of the other worlds, you can see CS in any order you would like, it just depends on what world you visit 1st (i think). Anyone else know more bout this?

Does CS stand for cut scene?

I read that the CS only goes on for the character if you have the other two stories complete, and when you start a new game with the other two stories, then the CS will play. I hope i didn't confuse anyone

I would assume so. In your first playthrough, the scene will play with the last character to complete Disney Town. After that, the scene will appear in your next playthrough, regardless of which character you use.
