It is said that Scala ad Caelum was a seat of power for keyblade wielders. So a place for the government and/or leaders of the keyblade wielders.
At the middle of this place sits the main building/castle of government
and around it, can be seen the peripheral buildings of government
I think the area may look somewhat like this (below). The main building/castle in the middle, surrounded by 12 peripheral buildings/castles. Connecting them all are cables, symbolizing the oneness of the place.
In each castle sits a different keyblade leader. Working together, they makeup the leadership for the keyblade wielders.
Xehanort wants total control. As he sits in the central castle, he seats each of his other selves to the surrounding castles. Together as one.
Continuing with how the world looks, it may not always look the way it is shown in the trailer.
Perhaps during our visit there, the sky turns to night
Maybe some of the peripheral buildings distort or change due to the dark presence of Xehanort and his other selves.
Maybe the whole place distorts and changes because of Xehanort and his 12 others.
Lastly, the concept art of kh2's final boss is often brought up when talking about kh3's final boss.
Maybe the 13 corrupted buildings form to create some sort of giant Goat-esque being as part of the final boss.
