There are at least three neutral worlds in between light and darkness, the land of departure, Twilight Town and the World That Never Was. If the other two worlds were neutral as well, why did Eraqus not do anything about them? Is it possible that they were the responsibility of other keyblade masters? It doesn't make sense that Eraqus only tells Aqua that the Land of Departure must be sealed unless he was unaware of the other worlds but is that even possible?

I'm pretty sure Eraqus didn't know about Twilight Town since there are countless worlds. As for TWTNW, well, that world didn't exist back when Master Eraqus was around. He only told Aqua about the LoD because it's been handed down from generations of other keyblade masters. And since Aqua is now a keyblade master, she was intitled to "certain knowledge" about the LoD.

There was a legion of darkness at their doorstep, which I doubt twilight town was facing that

-This is where centuries worth of keyblade masters have trained, the tradition could die for good if this world is lost and then there goes every other world.

Also, what exactly is that star mural on Castle Oblivion at the top, it also appears in Twilight Town. Are the two connected in some way?

Though all three are in the Realm in Between, that doesn't necessitate that they are all neutral... just that they are in between light and dark. As far as I am aware, it is implied that Twilight Town and TWTNW are not entirely neutral, i.e. that they both lean closer toward either the Realm of Light or the Realm of Darkness (TWTNW, obviously, seems to be closer with the latter. Can't say for sure about Twilight Town). The Land of Departure/Castle Oblivion, on the other hand, is in COMPLETE balance between the two, hence its neutrality. That is why, as Eraqus affirms, it is so special.
