how did xehanort summon kingdom hearts in that scene at keyblade graveyard was that a special power or can anybody do that

Well, Kingdom Hearts is the heart of everything, so it has a connection to everything. Master Xehanort might just have revealed what was already there.

I think it was still there after the Keyblade War, and MX just cleared the clouds away. However it's power couldn't be utilized until the creation of the X-blade.

Yes. But you don't need to summon it if it's already there. It doesn't say anywhere that Kingdom Hearts wasn't already at the Keyblade Graveyard, nor does it say MX didn't just clear the clouds.
