Olympus Coliseum.

hollow bastion cuz there are more powerful heartless at there,so you can lvl up fast

Go to a system area that's a higher level than you are. You don't have to complete the tasks it gives you, just kill all the Heartless. As for the cards, look up a walkthrough, that's what I did, and I got every single one.

What is the point again of getting all the cards?

It gets you items, including a Debug Device Y

Also, Leon and Yuffie.

Personally, I found the best way to level up was to go to the second system sector in Hollow Bastion, equip Oathkeeper (I think that's the one) and use the EXP bonus ability to get get the most out of every enemy (Just fill it up using blocks)

As for the cards, try and think of it this way: Doing things right, doing things wrong, and doing things strangely (Such as doing some things right, some things wrong, and doing unexpected things)

The Hollow Bastion and Agrabah cards are based entirely on how fast you complete them, Traverse Town is based on the order you bring back the triplets, Destiny Islands you probably already got, but if not, it's to do with helping the Islands Trio, though the alternate one is to find a sparkle, which in turn shows you a cutscene of Riku. With Wonderland, the card you get is determined by how much you do. That is, if you do everything right, only some things right, or everything wrong (You have to quit the Cheshire Cats game as well) Olympus Coliseum is pretty easy to figure out, you either have to win all the trials excellently, decently, or horribly.

You seeing a pattern yet?
