Allmost one thousand years (1000) after the events of the fourth (4th) great shinobi world war against Madara Uchiha and his army of the undead alongside Kabuto Yakushi and Sasuke Uchiha has the world been left in tatters since then and continues to still remain in tatters to this very day as a group of Ninjas calling themseleves the "Ninja Life Preserving Corps" or otherwise known as the "N.L.P.C" have been doing their best to put the world back to the way it was after their hero and role-model Naruto Uzumaki who had defeated Madara during the war had taught them the guts to never give up which was the reason why even after all these years have they never given up on their dream of restoring the world and who knows? maybe make it even better then it was before.
However, Just recently have peace-talks between two factions that command the N.L.P.C have just been broken down, The group known as the "Uzumaki Peace-Keepers or U.P.K" who wish to mantain peace and harmony as the new world order and law for all ninjas everywhere by following Naruto's ideals and the "Madara War-Mongers or M.W.M" who wish to not follow the U.P.K's ideals as they believe it will never work and that there is no hope for ninjas who wish to mantain peace by starting with a new beginning after all this time of after having done all that ninjas have done up to now and so have the two factions have decided to settle this once and for all by having a mock shinobi world war called the "Mock War Tournament" that will require everyone to fight one another but without trying to kill one another on purpose, However, There are secret spies among the two factions who are wishing to cause a real war by turning this mock one into the real thing.....
