Even though Riku has been beaten by both Sora and Roxas, I'm going to go with him because since Kingdom Hearts 2 he's come pretty far, and because of the unique way he wields both light and darkness. Plus in Kingdom Hearts 3D he was able to beat a Ventus armored nightmare Sora so he did sorta redeem himself for losing to Roxas and Sora in the past.

I would say Sora because he may not be a chosen wielder but his heart is one of the strongest. His heart is so pure that he might be even considered a "Prince of Heart". But anyways, he worked really hard to get the keyblade's recognition rather than inheriting it. That is why he is the main character because he faced a lot of obstacles and the will to overcome it. The whole plotline surrounds Sora and how valuable he is in KH3. For all the things Sora had done, he surpasses a Keyblade Master, he also might be Kingdom Hearts himself. We will never know until the next installment.
