I have been thinking a lot about this and I think I found one of the "reasons" for Kingdom Hearts 3D.
Nomura wanted to show Riku's importance in the series.
I mean Riku's is a "Light Warrior" of the Keyblade now but I didn't feel that in Kingdom Hearts II too much. In 3D, Nomura made Riku a playable caracter (which is super cool) and "gave" him the Final Boss in the game. Also, Sora barely made important battles, I mean, he only only fought Xemnas than he slept because of his hearts "corruption" from darkness. Riku battled Young Master Xehanort, and a pack of bosses in the World That Never Was plus the corrupted armor of Ventus.
(And Riku freed Sora from darkness, never thought this could happen!)
