For a nobody to become complete again both there nobody and hearltess must be destroyed, so i'm thinking that Demyx, Luxord, Marluxia and larxene's heartless has yet to be destroyed. Its also possible that they have already returned but in another location and they weren't show because it wasn't relevant to the story line of kingdom hearts 3D.

umm thats what I just said. My point is Xemnas's reasoning why some weren't sucessfull don't make sense so you can't rely on them.

Good point. But I think Xemnas said something about some members being to weak. Demyx seems like he would fall in that category. Oh! Unless whenever he freaks out and beats the crap out of you in kingdom hearts 2 is actually Xehanort taking over...

 

 

I think Xemnas/Xehanort knew what would become of the members of the Organisation he sent to Castle Oblivion. Yes, Marluxia and Larxene were strong, but their hearts were evidently growing back quickly and strong too because they had the most drive to take over the organisation - making them more difficult targets for Nortification and liabilities to the cause. I have no doubt we've seen the last of the C.O. crew (well, except Axel/Lea obviously!)

Xemnas had to be destroyed to resurrect Xehanort, same with Ansem SoD. If the Xehanort/Xemnas/Ansem trio knew that hearts regenerate then they knew they all had to be defeated sooner or later. Remember it took both Riku AND Sora to take Xemnas down. Do those two stand a chance against Xemnas, Ansem SoD and MX? That's likely the logic, although by the time they do face off, it will be 13 vs. 7

We'll probably see 'cameos' in KHXII, but for the sake of closure rather than plot

i think the 6 that didnt revive, Marluxia, Larxene, Demyx, Luxord, plus Isa and Braig (he's half Xehanort) are part of the 13 darknesses. so that makes 7 and young xehanort, master xehanort, ansem, xemnas(he NEVER dies), terra-nort? (although im going to cry if terra isnt back in KH3) but i have noidea who else there could be....
