So I want to do online mode with a friend but he has a rom and when we tried it didn't work.I started playing again recently and beat mirage arena in offline mode (by getting to level 50 and spamming shotlock) but I still really want to do multiplayer.

At the time we dismissed the reason we couldn't do multiplayer as a region code problem but I recently learned psps have no region code.

 

So my question is can roms just not do multiplayer, or did we have the settings wrong?

I'm not sure what you mean by "rom," but the multiplayer mode of Birth by Sleep can only be played locally via a wireless connection between Birth by Sleep PSPs, meaning it can't truly access the internet to play online.  Hope that helps some!

This.But i have tried that too. Mirage Arena multiplayer cannot be played via Internet

I don't think roms can play the multiplayer properly
