I beat 3d, then dropped between Riku and Sora multiple times. Now, however, I am stuck as Riku. I can't rotate between special portals, and have no world with high drop speed weather or shop sale weather. Does anyone know what might have caused this? As a side note, what is the most deck slots Riku can have?

Have you beaten Xemnas with Sora? If so, then its just part of the story, the game isn't glitched.

 

Also, the most deck slots sora and Riku can have is 8 each.

If you've completed Sora's story, then you stay as Riku permanently until you finish his part, so you can't be Sora again until you complete the game with Riku and save then you'll get Sora 2 areas before his boss battle.  

He can have 8 slots and its probably because you beat Xemnas as Sora. To be able to play as Sora again you need to beat YMX with Riku and finish the game again
