One,she's absolutely annoying and her voice acting just confirm this fact

 

And two,she looks exactly like Serah

 

If this is foreshadowing that Lumina is actually a reincarnated Serah then they didn't do a good job foreshadowing it because it's so obvious just by the design

 

She's Serah wearing the dress of Misa from Death Note.....literally
