PSN Region Code question

If for example I got an account from Europe and entered the PSN, will I have exactly the same games and dlcs as the PSN of Middle East since both are number 2 for region code?Cuz I want to download a dlc and they said that it only exist on UK PSN, does that mean all the countries that share the same region code will  have this dlc? Or do I need to make a new account?

    If your PSN is an European account, I think you can download with no problems.
