Actually she was created when Sora lost his heart and returned Kairi's. She and Roxas were both made from Sora's body, but Namine was with Kairi's heart. There was no way for Kairi to create a Nobody on her own, having no darkness in er heart to create a heartless.

Well, Kairi is one of the seven princesses of heart, so she has no darkness in her heart. therefore, she has no heartless. she has a nobody though, because a nobody is just what is left when the heart is gone. Since Sora is not one of the princesses of heart (thankfully), he had a heartless and a nobody.
