I went by their abilities, not who I listed as my favorites or anything. But wouldn't this workout?

2. Deadshot

3. Two Face(?)

4. Mister Freeze

5. Bane

6. Scarecrow

7. Harley

8. Firefly

9. Penguin

10. Riddler

11. Poison Ivy

12. Electricutioner

13. Death Stroke

I think Electrocutioner, Firefly, and even possibly Deadshot on the list isn't necessarily the best choice. I would probably replace them with Killer Croc, Mad Hatter, and Clayface.

I was going by ability. Firefly has fire, Electrocutioner has electricity, and Deadshot has a guns. So I figured it might workout

Yeah, but Clayface's shape changing and nigh-indestructible existence gives him an edge over a lot of people, not to mention that he hits like a tank. And although he tends to get overlooked a lot, the fact that the Hatter has figured out mind control and how to break free will makes him a potent threat. I wouldn't fight to the death for having Croc on the list, but I think his track record and longevity gives him more of an edge over a lot of guys, especially Electrocutioner.

It's okay. I would've put those guys on the list if I wasn't ranking them with the powers

I think Two Face should be #10, because of the whole leaving things to chance game thing, or gambling. Idk who would be #3.

Yeah... I'm having a major problem with three, so I just threw Two Face in there. But yeah... That would fit.
