In my opinion, I don't think so. Igor's Japanese voice actor, Isamu Tanonaka, died a few years back and Atlus used his pre-recorded voices in some of the recent Persona games. But I realized that in the trailers for Persona Q: Shadow of the Labyrinth and Persona 4 Arena Ultimax, Igor was nowhere to be found. And on Atlus's Japanese Youtube channel, they had videos recapping both Persona 3 & 4 for people who haven't played them to get ready for PQ and P4AU, and Igor was not in the Velvet Room with neither Elizabeth or Margaret except for one part where they showed the in-game Velvet Room. I know that Atlus can find a replacement and just bring back some pre-recorded audio but I think they're going to make a new owner for the Velvet Room.

I think Atlus should use a Crimson Room in Persona 5. Not only will we get a new character to replace Igor, but it also fits with the red and black aesthetic theme of the game that we have seen from the teasers.

But the Velvet Room has been in the series since the first game I believe so I don't think they'll change the color. Also, the color scheme has been used in other SMT games like in Devil Survivor 2 & SMT IV for the fusion rooms
