I mean he has the same intentions and stuff as Xehanort, but he doesn't have Xehanorts heart anymore, so he should just be Terra. But Terra's mind is stuck in the armor. So why does Xemnas have Xehanorts intentions, but also talks to Aquas armor? I'm f*cking confused

I'm assuming that because the mind and heart are connected, the absence of one affects the other. Because Terra's mind is lost as the Lingering Will, Xemnas didn't transform into Terra, but stayed as Xehanort, since Xehanort was the dominant heart over Terra's. However, BECAUSE Xemnas only has Terra's heart, he adopts his feelings, even if he doesn't really understand why he feels them. Not to say that he doesn't remember the events of BBS, but that he is no longer the same person and thus cannot completely comprehend the logic behind Terra's emotions. Or, he's held back by Xehanort's obvious lack of emotions for the two.

 

To put it as simply as I can, he's Xehanort with Terra's feelings. His overall motivation is unlimited power, the completion of Kingdom Hearts, etc; yet he still remembers his feelings for Terra's old friends. Yet, because Xehanort is the dominant personality, ultimately he wins out in the struggle. (That hasn't stopped Xemnas from trying to locate Ventus in C.O., however.) I think Xemnas represents a constant struggle between his Xehanort side and his Terra side, mentally, which is why I classify him to be insane.

Terra's mind is not in his armor his final thoughts of stopping Xehanort and saving his friends are what controls his armor and carries out his will. Xemnas is a special Nobody whilst indeed being Terra's body he is the shared Nobody of Master Xehanort and Terra. Upon becoming a Nobody Xemnas essentially becomes his own person but he has access to both Terra's and Xehanorts memories and responds appropriately to certain situation based on those memories as all Nobodies do. Memories are what shapes the hearts identity and by extension influence ones will and actions. Prior to the split into Heartless and Nobody Master Xehanort was in the process of completely integrating Terra's heart into his own as revealed in DDD Xehanort ended up being the dominant persona. This reflected in the personas of his Heartless and Nobody which is why although being separate entities followed the same will as Master Xehanort.

You're spot on, but the question that lingers is: How does Xemnas know that Ventus is locked away in Castle Oblivion? Surely he's not just guessing and sending members for no reason at all. According to the plot, only Aqua should know of Ven's whereabouts, since she's the one who placed him there and transformed the ruined Land of Departure into Castle Oblivion.

 

My theory is that he somehow contacted Aqua by speaking to her armour in the Chamber of Repose. Remember that scene in Kingdom Hearts II Final Mix where it shows Zexion speaking with another member of Organisation XIII (Xigbar, I believe), with the latter stating that he hears Xemnas speaking in the chamber, and that he hears "another voice"? And I also believe this scene takes place before the events of Chain of Memories and 358/2 Days. So what I'm trying to get at here is that maybe the "other voice" is in fact Aqua's armour, who told Xemnas (Terra) hints of where Ventus resides. And thus he begins sending members to locate the hidden chamber in order to, in a sense, "reunite" the three.
