Remember how in Kingdom hearts BBS Ventus was so eager to try out in the tournament, but couldn't make it in because of Phil and Zack.

Maybe in Days, Phil did not exactly remember who Ven was just what he looked like. So maybe whenever Roxas went to the coliseum, Phil not even bothering with the fact that it has been ten years and even though he did not know who Ven was did not question it at all. So maybe that is why the minute Roxas came to the coliseum, Phil signed him up for the games, his subconscious remembering Ven.

I doubt Ventus had anything to do with it. Phil signed Roxas up for the games since Hercules was supposed to send a recruit his way. Roxas is a new guy who showed up, didn't deny being the new guy, so Phil just assumed Roxas was Hercules's recruit. And when it came out that Roxas isn't actually who Hercules sent, Phil pretty much just went, well you got this far and you're not a bad kid so let's keep going. No one but Xigbar really connects Roxas to Ventus, anyway.

If Axel does, it's not shown through any of his actions or thoughts that he's thinking of Ventus in specific. Even his secret reports connect Roxas to Sora, and gives no mention to Ventus.

What I want to know is why said recruit never showed up, and why a conversation between Phil and Herc never took place regarding "This Roxas kid you sent is pretty good," "Um, who's Roxas?"

Phill accepted Sora before him,and since he's Sora's nobody and looked a bit like him Phil just eh whatever more challengers in the colosseum the better

 

And heck even without the reasons I said Phil just accept anyone who can fight in the colosseum.As proved by the dozens of warriors he let in before Roxas

As I recall that said conversation did take place. Herc and Phil talked about the new recruit and phil mentioned Roxas and Herc said something along the lines of the new recruit was delayed and wouldn't be there for some time. And Phil said "Who have I been training then?!"

 

Next time Roxas showed up, Phil said something like it didn't matter who he was or where he came from. It was a great scene, I wish phil would've made more reference to Roxas or a recruit in KH2- unless im forgetting something. I hope they do that at some point.

That conversation takes place close to the end of the Coliseum arc, after doing a dozen or so missions there. The day count suggests all this takes place over a span of weeks or months, and yet at no point during those weeks or months had any discussion about Roxas taken place. It's unreasonable that Phil had never talked about his training with Roxas, which would lead to Herc telling him Roxas isn't the one he picked. It's also weird how Hercules waited so long to tell Phil the real recruit was being delayed.

I think that the recruit that never showed up was actually going to be a new FF character being introduced into the game series but that person was scrapped during development at an early point, and so they just never decided to show the recruit and just mention them. It would make sense of why the person was really late and never showed up at all. Plus the Coliseum has been a hotspot for FF characters to appear in.
