Best way to get energy stones?

I'm trying to complete my material list to obtain the 7th Orichalcum+. But it seems that I unable to get energy stones. They seem to never appear. Help?

    Energy stones are dropped by the ghosts in Haloween town. Also, the magic guys with books and the hats, Radiant Garden Borough. In front of Merlins House and in the area around.
